Vacancy Announcement: Forestry Consultant (Azerbaijan)

The International Union for Conservation of Nature (IUCN) in the framework of the Program "Improving Forest Law Enforcement and Governance (FLEG) in the European Neighborhood Policy East Countries and Russia" (www.enpi-fleg.org) is announcing an opening for Forestry Consultant to develop Issues pertaining to the IUCN ENPI-FLEG program implementation in Azerbaijan, with respect to unsustainable forest practices and illegal logging on rural population of Azerbaijan. 

About the Program: The ENPI FLEG program supports governments, civil society, and the private sector in participating countries in the development of sound and sustainable forest management practices, including the reducing the incidence of illegal forestry activities. Participating countries include Azerbaijan, Belarus, Armenia, Georgia, Moldova, Russia and Ukraine. This program is funded by the European Union and is being implemented by the World Bank, WWF and IUCN.

Description: Under the direct supervision of the ENPI-FLEG Program Consultant – South Caucasus the Research Consultant will be responsible for studying and assessing the economic and social impact of inefficient and unsustainable forest practices and illegal logging on rural population of Azerbaijan; Preparating practical recommendations;  Identifying suitable pilot areas for implementing small scale projects that aim to strengthen local capacity for improving possibilities for livelihood development; and for creating strategies to expand the scope for those projects. The study will include assessment of the current socio-economic situation in rural, forest dependent communities as well as assessing the volume of wood lost to poor utilization and illegal logging. The study will also include field work with interviews with local governments, local units of forestry administration, community organizations and forest-dependent communities, population and other stakeholder groups. In the process of preparing the inception and final reports stakeholder consultations will be required.

For the implementation of all tasks and research, the Forestry Consultant will be working in close consultation and cooperation with Consultant – Social Economic Analyses.

Location: Baku, Azerbaijan

Duration: 6 month with likelihood of extension
