ENPI FLEG Program in Russia Progress to be Discussed at a Meeting of the Expert Sub-Group Under the Russia-EU Environmental Dialogue
On March 30, 2011, the fifth meeting of the Expert Sub-Group on Forest Law Enforcement, Governance and Protection under the Russia-EU Environmental Protection Dialogue will be held in Moscow with participation of the representatives from the European Commission, Russian Federal Forestry Agency (RFFA), Ministry of Industry and Trade, government forest management agencies of Russia and EC, as well as members of the Russia ENPI FLEG Program Coordination Team representing the World Bank, WWF and IUCN. The ENPI FLEG Program Coordination Team members are regularly invited by the EC and RFFA to participate in such official bilateral negotiations.
The participants will discuss issues related to the recent changes in the forest sector and the efficiency of forest governance systems and forest law enforcement in Russia. Official EU representatives will inform the Russian side about the new EU legislative initiatives to prevent the flow of illegal timber on European markets.
The agenda of this meeting includes a presentation by the Russia ENPI FLEG Program Coordination Team entitled "Next Phase of the Russian Component of the Program of Enhancing FLEG in Russia and Former CIS Countries", which is a clear demonstration of the interest and high level of trust in it by both Russian and European forest agencies.
Program results will be helpful in discussing the possibility of signing a bilateral treaty between Russia and EU on prevention of placement of the illegally harvested timber and timber products on the European markets.
